Garfield William Brown was born in Pipestone, Minnesota on March 16, 1881, the son of Warrington Benjamin and Mary (Holliday) Brown. From 1907 to 1921, Brown had a law practice in Glencoe, Minnesota. He was a McLeod County probate judge from 1916 to 1917 and from 1919 to 1920. Brown was also a member of the state legislature from 1910 to 1914, and was in the army from 1917 to 1919.
